ESPON INTERSTRAT 3rd Steering Group Committee Meeting (special)
2011-03-30 11:06:59 by ECP PL

 9 February 2011, Brussels, Belgium
Venue: Ministère de Région de Bruxelles-Capitale (MRBC), Boulevard du Jardin Botanique 20

The workshop focused on four main issues, namely: national engagement strategies, development of the web portal and organisation of national workshops and delivery of demonstration materials. All engagement strategies shall be ready by the end of February. The meeting has shown potential in editing national brochures that will present complexity of planning system in each of partner countries.

Next steps in our project will involve creating an online library of good examples of ITDS, along with good related guidance documents or research reports. Partners agreed to provide relevant documents in English where possible, even if it is just a summary that is in English. All documents should be accompanied by a 100 word description and key words and description of what kind of document it is. Other valuable material includes small texts or articles about how we see these ITDS and what an ITDS is, with a particular focus on the territorial dimension. The library will provide useful material for ESPON stakeholders, as they will be able to learn from good strategy practices across Europe.

The partners have also discussed and prepared a draft schedule of interactive transnational workshops that will take place in each partner country between March 2011 – October 2011. The web portal will feature all forthcoming Interstrat events and will have an archive of past Interstrat events. It is also possible to include related events with links to the ECP or other websites for more detail.

Finally, partners were asked to fill in learning diaries from the meeting in a reflective way. Learning diaries were welcomed as a potential method of feedback from national interactive events, either used by participants or by visiting ECPs.

Next Project Steering Group Meeting 23 June, Hungary. The Agenda for the next meeting will include review of web page use; development of demonstration materials, transnational cooperation between partners, discussion of databases, budgetary allocations.

The workshop explored the Partners' shared understanding of the messages most likely to engage their ITDS practitioners. This revealed some key drivers: the importance of new strategic knowledge, information and concepts for planning practice ("refreshing", "informing", "smart ideas"), and the potential to set experience in the wider European context and make strategic connections with other practitioners ("connecting...in/across/to Europe"). There was also a shared conviction that an improved knowledge of ESPON could help practitioners make more effective make strategies. At the same time, there was also a shared awareness that it may be only a minority of practitioners who currently share this view.

Our discussions also explored the significance of diverging interpretations of key concepts, particularly the relationship between "territory" and "place". The joint experience of the project partners will help to reveal how ESPON data analysis, indicators and findings can assist the preparation, implementation and monitoring of territorial development policies. It will help to indicate what ESPON findings are most useful in ITDS and what gaps remain and it will provide feedback on the format and presentation of ESPON findings.

The national engagement strategies have been identified as a key mechanism for the partner ECPs to develop the engagement of practitioners with ESPON.
