Indicator Development and Monitoring for the National Spatial Strategy and Regional Planning Guidelines

Venue: The Morrison Hotel, Ormond Quay, Dublin 1 (10am – 3.45pm)

Background and Objectives:

The National Spatial Strategy for the Republic of Ireland, published in 2002, articulated a strong vision and long-term strategy for balanced regional development. The 2010 Review and Update and statutory review of the Regional Planning Guidelines reaffirm this policy commitment. In the light of increased uncertainty and volatility in relation to spatial development and socio-economic trends in recent years and a recognised need for a fundamental reappraisal of the role of the planning system, the capacity to monitor spatial trends and evaluate the progress of the National Spatial Strategy in achieving their objectives is increasingly critical.

This seminar aimed contribute to an informed discussion on the development of indicators and territorial monitoring frameworks in the context of the National Spatial Strategy and the Regional Planning Guidelines. Spatial monitoring is critical to understand current and evolving dynamics of population, housing, land-use, infrastructure and services and environmental quality. It can also play a key role in demonstrating the 'added value' of spatial planning at national and regional scales. Furthermore Territorial Impact Assessment methodologies provide an increasingly important means for ensuring adequate attention is given to the spatial dimension in decision-making across the range of policy sectors. The seminar draws on both international expertise (in particular through the ESPON programme) and good practice and highlights current and ongoing experience in indicator development and monitoring in Ireland.

The National Institute for Regional and Spatial Analysis (NUI Maynooth) as ESPON Contact Point for Ireland hosted a seminar on Wednesday 28th September 2011 in Dublin city centre. The seminar focused on indicator development and monitoring for the National Spatial Strategy and Regional Planning Guidelines. In particular, the seminar provided an opportunity to learn from international experience as well as to review recent and current approaches to indicators and monitoring in Ireland. The seminar highlighted the importance of territorial monitoring in order to support evidence-informed decision-making, to ensure national and regional level strategic oversight and to demonstrate the ‘added value’ of an integrated spatial approach to development.
