„Refresh your practice! The ESPON contribution to the formulation of territorial development strategies in Romania"

Programme

Context

Romania, through the Ministry of Regional Development and Tourism participates in the implementation of ESPON 2013 Programme – European Observation Network for Territorial Development and Cohesion, together with all the EU member states and other 4 partner states: Norway, Switzerland, Iceland and Liechtenstein.

The aim of the ESPON 2013 Programme was to support policy development in relation to the aim of territorial cohesion and a harmonious development of the European territory by (1) providing comparable information, evidence, analyses and scenarios on territorial dynamics and (2) revealing territorial capital and potential for the development of regions and lager territories, contributing to the European competitiveness, territorial cooperation and sustainable and balanced development. ESPON 2013 is a programme within the European Territorial Cooperation Objective of the EU Cohesion policy, financing the research of the European territory.

In 2011, a lot of the ESPON projects results are available, covering various research areas supporting the formulation of territorial development and cohesion policies: functionality of urban agglomerations, diversity of development options, climate changes, territorial indicators, agriculture, transport policies, demography, rural areas etc. More than 43 ESPON research projects, with a budget reaching almost 23,7 million Euros, produce or are about to produce significant results for the orientation of European and national policies (the final or intermediary results can be accessed on the website www.espon.eu, at „Projects").

In this context, it is very important to bring the ESPON results to the attention of the national stakeholders and to identify the possibility to apply the methodology and results of ESPON projects at national level.

The central element in the capitalisation of ESPON results are the national stakeholders of the decision-making process (public authorities) because the ESPON studies represent a valuable source in the formulation of policies, based on the European scientific expertise. The role of practitioners is also very important in the capitalization of ESPON researches.

The Romanian ESPON Contact Point is a very important actor in the implementation of the ESPON 2013 Programme at national level. The Romanian ECP (University Al. I. Cuza of Iasi - CUGUAT TIGRIS) supports the national beneficiaries to use the ESPON data in the formulation of public policies.

In this aim, the Romanian ESPON Contact Point participates in the implementation of ESPON INTERSTRAT project - ESPON in Integrated Territorial Strategies. The overall aim of this project is to support the use of ESPON results in the formulation and monitoring of integrated territorial development strategies, as well as the transnational transfer of knowledge regarding the use of ESPON data in the formulation of territorial policies.

The project brings together 9 partners from Belgium, Bulgaria, Greece, Ireland, Italy, Poland, Romania and Slovenia. This workshop is part of the national engagement strategy of ESPON-INTERSTRAT.

Aim

The event aimed to bring to the attention of national stakeholders and practitioners the results of ESPON researches and to identify the possibility to apply the methodology and results of ESPON projects at national level, supporting the formulation of integrated territorial development policy and strategies.

Objective

  • Raise the interest of the Romanian public authorities and practitioners relevant for the territorial development, towards the ESPON base of knowledge;
  • Support and facilitate the use of ESPON results in the formulation and monitoring of integrated territorial development strategies;
  • Identify the necessities of national stakeholders and practitioners in relation with the results of ESPON researches;
  • Explore the utility of ESPON results in the formulation of integrated territorial development strategies;
  • Facilitate the transnational exchange of experience, concepts and data about the development, implementation and monitoring of integrated territorial strategies in the context of the 2013 ESPON Programme;
  • Bring together stakeholders, practitioners and researchers relevant for the territorial development.

Target group

Representatives of national, regional and local authorities, consultants in the domain of territorial planning, academic and research institutions, NGOs, associations etc.
