Work, Rest and Play: Planning for Functional Territories

This workshop and roundtable discussion considered the practical issues relating to planning for functional territories, focusing in particular on cross-border contexts. This has been achieved through a review of European, and emerging Irish, good practice, and through engagement with the ESPON evidence base. In particular, the discussion was based around the experience of Newry/Dundalk as a functional territory that is currently strengthening and formalising its mechanisms for collaboration. This has been achieved specifically through the recently signed joint Memorandum of Understanding and recognition of the need for evidence-informed planning of their functional region.

This half-day event createe a space in which the planning and policy community can share and learn from each other. It also provided a context in which these policy- and decision-makers can learn from the European experience, while also informing European research agendas through ESPON. The objective of this event was to consider how ESPON can support practitioners on the ground in their day-to-day workings, and to learn from this practical experience. In a period of tightening resources, learning to plan for functional territories will become increasingly important. This event focused on best practice, and on applied examples in the border context, and thus can provide a more rational and realistic touchstone for future development patterns and settlement structures.

The workshop was organised and hosted by The National Institute for Regional and Spatial Analysis (NIRSA) in NUI Maynooth – together with the International Centre for Local and Regional Development (ICLRD) and the Royal Town Planning Institute (RTPI) UK.
